We’ve partnered with ME Family Services to make sure everyone has a chance to come together and kōrero about our future. They’re a trusted, respected part of our community, and understand the heart of Mangere East. Their support helps us make sure everyone knows what’s happening here.
You’ll find the ME Family Services team knocking on doors in our neighbourhood – sharing plans, offering translation support for Samoan and Tongan speakers, and answering any questions you may have about our upcoming work.

We’re bringing more warm, dry and modern homes to our community. Older houses will be replaced with healthier homes that save money on power and better fit our whānau. Infrastructure like water, wastewater and stormwater will be upgraded to support the future. Work will happen in stages so we can manage disruption and keep people informed.
Stage 4 civil works: due to start in mid-2026, with completion expected around mid-2027.
Stage 4 new homes: expected to start mid-late 2027, with completion around early 2030.
Stage 1 civil works: due to start in late 2026, with completion expected around mid-late 2028.
Stage 1 new homes: expected to start around mid-2029, with completion around late 2032.
These dates may need to change if we find unexpected challenges. If they do, we’ll update you early and explain why.
Mangere East deserves homes that match the strength of its people. Many older homes are cold, damp or no longer meet our needs. Redevelopment brings warmer, drier, healthier homes with modern materials and better insulation, designed for Pacific, Māori, multigenerational and growing families. This is part of a wider Kāinga Ora programme to renew ageing homes and deliver essential infrastructure.
Across the wider neighbourhood, we’re planning 1,139 new homes – 494 Kāinga Ora social homes and 645 market/affordable homes delivered with our development partners. We’re building a mix of terraces, duplexes, standalone homes and walk‑up apartments, with sizes that suit different family needs. Some will include off‑street parking.
During works you may see construction vehicles, temporary traffic or parking changes, and will hear some noise. We’ll provide clear signage, regular updates, and ways to contact us. If your home or street is directly affected, we’ll let you know early and explain the timeline.
This includes things like possible street or footpath closures. We’re currently working through the specific plans for our upcoming civil construction works, which will also give us a clearer picture of any disruptions for residents. We’ll share our plans with you as soon as we can, let you know what you can expect, and where to find more information.
If you’re a Kāinga Ora customer and we need you to move as part of stages 1 and 4 of our development, you will have already heard from us, and we’ll support you through every step. For any questions, call our Customer Support Centre on 0800 801 601 between 8am and 6.30pm, Monday to Friday.
Where possible, yes. We operate a ‘choice to return’ approach. If you’re a Kāinga Ora customer who's relocated and you want to return to the community when new homes are ready, let us know and we’ll do our best to make it happen.

If you’re a Kāinga Ora customer and your home needs to be vacated, our Placement Team will support you step‑by‑step. We’ll find another home that fits your needs (including access to kura, mahi and medical care), cover all reasonable moving costs, and stay in contact to make sure you’re settled. You’ll receive formal notices and plenty of time to prepare.
If your home is affected by our work in stages 1 and 4, you will have already heard from the Kāinga Ora Placement team to discuss the support they can provide and the details of our five‑step process:
Initial visit – we explain what may be changing.
Second visit – confirm your needs and complete forms.
Third visit – formal 90‑day notice issued.
Relocation period – we offer homes, provide support and arrange your move.
Post‑move visit – check you’re settled and all costs are sorted.

ME Family Services is trusted and respected in Mangere East. They know our languages and our lived realities. Partnering with them helps us reach more whānau, offer translation support, and make engagement welcoming and culturally grounded.
Any way that suits you: online, face‑to‑face, at events, via feedback cards, or by having a quick kōrero with our team. We’ll meet you where you are – parks, schools, sports clubs, local events – and we’ll help with translations where we can.
Our partners at ME Family Services can help with translation and Pacific language support at our events and with door knocks. Please tell us your language needs and we’ll do what we can to make it work.
The programme runs over 10 years, with multiple stages sometimes overlapping. Typically, relocations and civil works take about two-to-three years before house construction starts. You can find our timeline on this page, and on information boards throughout our community. We’ll update our timeline as milestones are reached.
We’ll share designs, diagrams and photos as they’re confirmed, including typologies (terrace, duplex, standalone, walk‑ups) and bedroom mixes. Look for these at events, on info boards and here on our website.
We’ll set up traffic management and clear signage, and keep footpaths open where possible. At times there may be short, temporary changes to parking or access. We’ll give advance notice and publish regular updates here on our website, on social media and in our email newsletter.
